With the engine throttle closed, pull the starter cord several times to see it the valve insert will pop out. Wad up a small towel and place it over the bypass valve opening to catch the valve insert when it pops out.

In this case change the spill valve with a new one. If when the trigger is pulled and the bottom part of the spill valve does not close, then water keeps on circulating and hence no pressure. When the trigger is released, the spill valve compresses to let water circulate from its bottom part. When the trigger is pulled, the spill valve is in normal position.
